Caritas Kotido Diocese is part of a consortium led by Catholic Relief Services (CRS) to run a five-year Food for Peace (FFP) USAID funded program called NUYOK to build resilience to shocks, enhance livelihoods and improve food security and nutrition for vulnerable rural families in three districts of Karamoja viz: Abim, Nakapiripirit and Napak – which are home to 406,880 people living in an estimated 58,126 households. Caritas Kotido Diocese through support from CRS will implement the activities of NUYOK Programme in Abim District.
Job Summary: The Gender Officer (GO) is responsible for supporting all Gender activities and gender inclusive programming promotion. S/he will serve as the lead officer in identifying gender-based constraints facing women and men in the target communities and steering program activities to directly address these issues. The Gender Officer will take primary responsibility to advocate for greater attention to gender perspectives, by providing the necessary technical support to gender integration throughout the operational areas. The GO will support the implementing team with gender mainstreaming and analysis throughout the program period.
Key Duties and Responsibilities:
  • Assist the NUYOK team in ensuring the distinct roles and constraints of men, women, girls and boys of targeted households are understood and addressed by assessing the gender equity across gender lines in project participation and benefits.
  • Act as a contact person in gender mainstreaming of the programme and provide guidance on gender perspectives in all aspects of the program.
  • Assume primary responsibility in monitoring, evaluating data quality for gender disaggregation and reporting, as well as documentation of successes and failures in the program.
  • Collect qualitative/quantitative data in program operational areas on a regular basis, on gender perspectives to provide a holistic picture of gender mainstreaming.
  • Take a lead in providing technical support to the implementing team to build skills and develop effective strategies to conducting gender analysis engaging men.
  • Address gender inequality at the household and community levels in order to improve the business opportunities for female-lead households.
  • With the program team develop project specific gender action plan as per the program gender strategy/action plan.
  • Assist and lead the implementation team in ensuring that plans developed by the community consider the different needs and interests of both sexes and contribute towards creation of new opportunities for women and girls.
  • Ensure that all trainings on and facilitation of M&E processes include awareness on gender equality, equity and integration of gender responsive programming.
  • Any other duties assigned and specific to the programme.

Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Bachelor’s degree in gender and development, women’s studies, masculinity studies, sociology, law or a related field
  • At least three years of professional experience in the field of gender and development
  • Familiarity with tools of gender mainstreaming, including gender analysis
  • First-hand knowledge of gender dynamics in Karamoja is a must, as well as a basic understanding of the gender legal and policy framework in Uganda
  • Show commitment to women’s rights, human rights and social justice
  • Working knowledge and experience in GBV prevention and response
  • Demonstrated skills in networking, collaboration, education, community consultations and organizational development
  • A strong team player with good communication and diplomatic skills
  • Very good analytical and information management skills
  • Good organizational skills and ability to work under/manage stress
  • Flexible and creative in planning and problem solving
  • Keen attention to detail, ability to follow procedures and meet deadlines and work independently and cooperatively with team members
  • Skill in maintaining professional internal and external relationships
  • Maintain confidentiality of sensitive information both for the staff and the organization.
  • Previous experience working on any USAID funded program is an added advantage.
  • Possession of a valid riding permit is a must.
