Key Duties and Responsibilities: 
  • To conduct onsite supervision of road works in progress and completed projects to ensure compliance with standards and contract specifications;
  • To prepare measurement sheets for works executed by the contractor;
  • To record minutes of site meetings and maintain a site diary
  • To prepare weekly and monthly progress reports;
  • To ensure timely implementation of site instructions issued to contractors;
  • To gather field data for a variety of engineering uses in planning;
  • To attend to third party claims in collaboration with the contractor;
  • To train young professionals attached to the project; and
  • To perform any other duties as may be assigned by the supervisors from time to time.

  • Work measurement sheets prepared.

Qualifications, Skills and Experience: 
  • All suitably qualified Ugandans should hold an ordinary Diploma in Civil Engineering;
  • A minimum of five (5) years working experience in road construction and maintenance with a reputable organization; and
  • Must have knowledge in computer applications.

Job Summary: The Airworthiness Inspector – Avionics will set examinations and carry out surveys for avionics engineers/technicians and aircraft maintenance organization, respectively for the purpose of licensing them in accordance with ICAO and manufacturer’s standards in order to achieve the highest level of aircraft airworthiness and safety.

Key Duties and Responsibilities:

Airworthiness Inspection:

Ensures safety of aircraft and passengers by monitoring aircraft airworthiness in areas of radio communication, navigation systems and tools, electronics and autopilot.
Ensures that aircrafts using Uganda air are airworthy by having sound electronics system which meets specification of the manufacturer, and those of ICAO.
Prepares certificates of airworthiness and associated flight manuals.
The incumbent prepares AMEL examination papers, revises the existing papers as necessary and conducts complementary oral examinations where required.
Issues, extends and renews aircraft maintenance engineers’ licenses and certificates of Airworthiness.
Investigates and reports on aircraft accidents submitted by operators and prepares schedules for private aircraft.
The incumbent coordinates with flight operation section in AOC certification process of new and existing operators.
Enforces regulations by authority of relevant regulatory provisions.
Carries out critical surveys of maintenance organizations in so far as the inspection and airworthiness of aircrafts concerned.
Build and maintains close liaison with Quality Manager of approved firms regarding matters of airworthiness of aircraft and inspection staff approval.
Provides advice when needed to the engineering staff of maintenance organizations and to owners of private aircraft.
Processes applications for renewal of certificates of airworthiness.
Inspects, periodically, aircraft maintained on a continuous overhaul basis.
Issues permits to fly pending renewal of certificates
The incumbent examines and reports upon local modifications preparatory to final approval.
Investigates defects in airborne equipment and prepares defect report.
Scrutinizes the work of individual licensed aircraft maintenance engineers and approved persons with particular reference to their inspection ability.
Issues approvals to persons to work on aircraft and for certification in terms of the Regulations.
Supervises the weighing of aircraft and approved weight schedules.
Inspects periodically all companies’ refuelling equipment for serviceability and checks for contamination of fuel.
Examines annual log books of private aircraft relating to the work required in terms of approved maintenance schedules and renews certificates of airworthiness,
Approval of carriage of dangerous Goods by Air.
Performs any other lawful duties as allocated by the immediate Supervisor.

Qualifications, Skills and Experience:

The applicants for the Civil Aviation Authority (CAA) Airworthiness Inspector – Avionics job opportunity should hold an honours Degree in Mechanical, Electrical or Aeronautical Engineering and Aircraft Maintenance Engineer’s License in ‘‘A” & “C”, “X” and “R”
At least four years’ experience in aircraft maintenance facility preferable in quality assurance and inspection
Broad process aeronautical knowledge in areas that apply to aeroplane and helicopter aircraft categories.
Acquired skill as a pilot or aircraft maintenance engineer or air traffic controller or aviation qualification other than the above.

Carry out regular inspection aimed at disseminating guidelines for quality, safety, hygiene practices for milk and dairy products, dairy facilities and premises to ensure compliance with dairy standards and regulations.
Enforce regulations such as stopping adulteration of milk and dairy products, transportation of milk in unauthorized containers, transportation of warm milk, etc. to safe guard public health and wellbeing of milk consumers by apprehending and persecuting offenders.
Conduct market surveillance to ensure that milk and milk products that are availed to consumers meet set dairy quality standards.
Maintain an effective and efficient system for regulations and enforcement.
Maintain systems to address consumer/farmers complaints and concerns regarding adherence and compliance to dairy regulations.
Improve consumer education and sensitization programs focusing on quality and safety.
Perform any other duties assigned from time to time.

Qualifications, Skills and Experience:

The ideal candidate for Dairy Inspector should hold a Bachelor’s Degree in Dairy Technology/Science, Food Science, or related qualifications.

Job Summary: The Security Investigator will be responsible for conducting investigative work in the Regional Office of Inspector General/Office of Investigations (RIG/I), in Kampala, Uganda. The incumbent, who works under the direction of either an Assistant Special Agent in Charge (ASAC) in Frankfurt, Germany or the Special Agent in Charge (SAC) in Washington, D.C., has duties and responsibilities that are designed to support the investigative program of the Uganda RIG/I suboffice. The mission of the Office of Inspector General is to promote and preserve the efficiency, effectiveness, and integrity of USAID and other U.S. Government development programs, to include the Millennium Challenge Corporation (MCC) and the U.S African Development Foundation (ADF). To that end, the RIG/I Uganda suboffice is primarily responsible for receiving allegations and conducting inquiries and investigating allegations or matters of possible fraud, waste, and abuse in the USAID programs in Uganda and surrounding countries, to include Kenya, Tanzania, Rwanda, and South Sudan.

Key Duties and Responsibilities:

1. Interviews and Investigations: 35%

Under the supervision of the ASAC/SAC and regional agents, the incumbent is responsible for planning and conducting investigations into allegations of fraudulent wrongdoing involving projects, programs and operations funded or administered by USAID, MCC and ADF. These investigative activities are conducted in accordance with and pursuant to: the Inspector General Act of 1978, as amended; Title 18 of the U.S. Code, and other criminal statutes; Federal Rules of Criminal Procedure; Rules of Evidence for United States Courts and Magistrates; USAID rules and regulations; and, other policy directives, guidelines and priorities established by the Inspector General.
Offer investigative support to investigators in planning and conducting investigations and preparing relevant briefings, investigative finding reports, and data for entry into the case management system. Responsible for conducting liaison with host country law enforcement and investigative agencies within Uganda and other countries in the region under the direction of the ASAC/SAC.
Carry out interviews of witnesses and suspects including, LES, U.S. direct hire staff, foreign nationals, and others in conjunction with the development of investigative case work. Collects, processes, stores and controls evidence, as appropriate, during investigations.
Render investigative assistance and support to investigators who are preparing for case presentations to the United States Attorney’s Office, the grand jury, or to foreign courts of law. As required, testify at judicial proceedings and present evidence at criminal, civil and/or administrative proceedings.
Gather evidence, facts, and background information related to allegations received by RIG/I under the direction of the ASAC/SAC. Collect, review, and analyze records necessary to prove or disprove allegations of wrongdoing.
The incumbent will record, analyze and report the receipt of allegations of suspected wrongdoing(s).
At the direction and supervision of the ASAC/SAC, perform investigative leads and other investigative functions on behalf of investigators from other regional field offices engaged in criminal, civil or administrative investigations and/or prosecutions in the United States.

2. Correspondence and Reports: 45%

Provide technical support to the ASAC/SAC concerning language, business practices, laws, culture, and environment in the host country and region and performing daily translation and/or interpretation services for the RIG/I.
As part of the investigative function of OIG/I and under close supervision of the ASAC/SAC or senior investigator, prepare accurate, concise, comprehensive and professional reports of investigation in English for presentation to the United States Attorney’s Office or other entities. Prepare memoranda of interviews; take and prepare written statements; prepare other investigative-related correspondence; and, assist in the preparation and delivery of OIG subpoenas.

3. Investigative Equipment/Electronics: 20%

Apply sophisticated electronic-support equipment and techniques, as directed by the ASAC/SAC or senior investigator.
Provide investigative support and assistance to senior investigators during investigations requiring the use of electronic equipment and techniques. As required, assist in the planning and execution of search and seizure warrants.
Maintain technical investigative and office equipment and related logs and inventory reports.

Prior experience with implementation of foreign assistance projects, the administration of U.S. Government contracts, and knowledge of financial management and/or closely related areas preferred.
Hold valid driving permit, passport, and certification in investigative equipment operations required.
Broad working knowledge of local political, social, and cultural customs and practices is required.
Familiarity with U.S. criminal and civil laws, rules of evidence, and rules of criminal procedures is desired. Working knowledge of the host country legal and criminal justice system and its law enforcement procedures is highly desirable. Familiarity with USAID rules and regulations is also desirable.
Excellent analytical and judgment skills are required to effectively conduct sensitive, high profile investigations, and to provide sound advice to the ASAC/ SAC of potential violations of host country laws, the legality of proposed investigative techniques, the admissibility of gathered evidence, as well as the potential political implications of said investigations.
The applicant must be capable of maintaining extensive contacts within the law enforcement community.
Proven ability to exercise initiative and resourcefulness in obtaining evidence.
Demonstrated ability to draft objective and logical reports in English.
Excellent interpersonal skills are required.
Proficiency with Word processing and spreadsheet software (MS WORD/EXCEL) and the ability to conduct effective Internet research is required.
Willingness and ability to travel throughout the region is required Hold a valid drivers’ license and a passport
Demonstrated ability and willingness to travel frequently by various modes of transportation including, but not limited to, motor vehicles, helicopters, trains and airplanes; and the ability to carry and maintain investigative equipment.
Language Proficiency: (List both English and host country language(s) proficiency requirements by level (II, III) and specialization (sp/read): Fluent in speaking, reading, and writing English is required.
