Job Summary:  The National Medical Director directly oversees all medical activities at AHF-Uganda Cares supported and owned facilities within the country program. He/ she is the team lead for the medical department, directly supervises Regional Medical Directors, Program Pharmacist, Program Nurse and Laboratory Services Coordinator and takes the direct responsibility of ensuring strong cohesive teams at national, regional and site level.
Key Duties and Responsibilities: 
  • As senior manager, he/she oversees AHF medical Country operations in all the designated regional sites and supports the Regional Medical Directors to efficiently and effectively deliver quality clinical services in the regions.
  • Works closely with HIV Prevention program to ensure an effective linkage system for clients tested into the continuum of care and treatment
  • Attends key technical partners’ meetings and provides feedback to management through the Country Program Director – Commits 40 hours monthly to see patients with complicated cases and prepare cases for discussion and learning purpose
  • Ensures standard quality of clinical services at all AHF supported sites in the program
  • Provides periodic comprehensive support supervision, using the tools provided by AHF-Uganda Cares and Ministry of Health.
  • Supports the Program Pharmacist to ensure that pharmacy operations are in accordance with good pharmacy practices.

Qualifications, Skills and Experience: 
  • The ideal candidate must be a Medical Doctor from a recognizable institution. Should hold additional qualification either in Health Systems Management or Public Health or Human resource will be an added advantage
  • Registration with the medical and dental practitioner’s council is a must.
  • A minimum of ten years of medical/health service experience preferred with a sound knowledge of basic medical disciplines to allow for accurate diagnosis and appropriate management of clinical problems.
  • Five years or more of recent experience with HIV/AIDS treatment; two years minimum of administration and program management experience with knowledge of clinical protocols and procedures in the management of HIV related diseases.
  • Excellent interpersonal and written communication skill Sensitivity to issues surrounding HIV and AIDS. Demonstrates flexibility and willingness to provide coverage at other AHF sites upon request.
  • Experience in planning and budgeting required.
  • Experience in quality management and assurance practices desired.

General Position Summary

Working in the Finance Department under the direction of Snr Finance Officer/Finance Manager, the field finance Officer is responsible for Reviews, budget monitoring, reporting, resources management, coordination with others. He/she is also responsible for compliance with Donor and MC internal policies and timely submission of quality reports as required.

Essential Job Responsibilities

  1. Supervision of Finance Assistants in their field officer Location.

  2. Review of PRs, Contracts and Payments to ensure coding follows the standard chart of accounts, coded budget/BVA and that all expenditure is complaint to Donor and MC internal policies.

  3. Ensure/match invoices/receipts, completion reports with GRN and other required documents.

  4. Review cash transactions on a daily basis and enter all Bank transactions, making sure they meet all donor and MC standards.

  5. Coordinate, prepare and submit weekly and monthly cash requirement for field offices, to ensure sufficient cash is available, monitor its use and ensure there is no excess cash.

  6. Collect, analyze and consolidate monthly cash forecasts from program and support departments, and submit to SFO in Kampala office.

  7. Perform all timely and accurate financial procedures; i.e. bank reconciliations and cash counts are done as per the MCU SFFM.

  8. Make sure all income taxes, withholding taxes, VAT and other taxes are accurately computed and withheld accordingly.

  9. Facilitate monthly analysis of expenditure reports, coordination of meetings to review grant performance and grant projections.

  10. Coordinate with field Admins to collect and review all offices summary and individual staff timesheets and submit for payroll processing every month.

  11. Provide on-going orientation, training and support to Program and Finance staff on Mercy Corps and respective donor’s rules and regulations.

  12. Any other tasks to be assigned by the supervisor.

Job Summary:   The Projects Engineer – Electrical will assist in management and supervision of the execution of power transmission plans to meet the future demand in line with company objectives.
Key Duties and Responsibilities: 
Engineering Design, Procurement & Works Supervision
  • Manage all project activities from detailed design to successful commissioning of power transmission lines and substations in fulfillment of company objectives and strategies.
  • Actively participate with Planning & Investments department to;
  • Carry out system studies to identify network constraints and recommend optimum solutions to meet existing and future power demands.
  • Prepare conceptual designs, bills of quantities, cost-benefit analysis and tender documentation for the design, manufacture, testing, supply, construction, installation and commissioning of transmission substations and lines in accordance to engineering standards and procurement guidelines.
  • Identify optimal substation sites and line routes and provide technical support in the acquisition of right-of-way.

  • Give technical support during the bidding process in the coordination of bid clarification, pre-bid site visits, bid evaluation, and pre-award meetings, and preparation of draft contracts.
  • Prepare project implementation and procurement plans and track the implementation.
  • Coordinate the project kick-off and site handover.
  • Review detailed engineering designs, drawings and technical specifications of transmission line and substations prepared by contractors and their suppliers.
  • Ensure conformity of designs, drawings, manufacturing processes, and installations

  • Review contractors’ method statements and procedures for quality assurance.
  • In liaison with user departments, witness, review and sign-off factory/laboratory/ site acceptance tests of equipment, material and works.
  • Supervise, monitor and report on the progress and quality of equipment, material and works and recommend corrective actions wherever necessary inclusive of coordination of network switching operations.
  • Verify Consultants’ and Contractors’ interim and final invoices against agreed project milestones and deliverables.
  • Review and advise on change proposals and ensure validity of contract amendments.
  • Review commissioning protocol and coordinate the inspection and commissioning tests of completed installations and works and subsequent UETCL’s takeover of operationally accepted facilities with verified as-built documentation and operation & maintenance manuals.
  • Monitor the operational performance of installed facilities during Defects Liability Period and ensure that identified snags are rectified by the contractor.
  • Monitor and ensure effective coordination between UETCL, Consultants, Contractors, Financiers, and all other project stakeholders to attain execution of the contract scope within approved budget and timelines.
  • Ensure compliance to safety, social, health and environment regulations and project-specific requirements.
  • Identify, Monitor and assess project risks and execute necessary mitigation measures.
  • Preparation of reports for different stakeholders.
  • Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience:

The organization, in partnership with Caritas Norway, is implementing a Food, Income and Livelihoods Programme FILP whose goal is to improve food, nutrition and income security for households in West-Nile and Lango sub regions.
Job Summary:  The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will provide overall technical leadership for the MEAL approach and strategy for the Food, Income and Livelihood Programme (FILP). The Officer will provide MEAL expertise in the development and implementation of the MEAL plan, build capacities of programme staff and ensure that data quality standards are monitored, met and reported timely. The position requires regular monitoring field visits to assess programme progress.
Key Duties and Responsibilities: 
·         Provide leadership to FILP in terms of knowledge management and learning with a particular focus on the use of scientifically sound and practical methods of capturing outcomes and impact of interventions.
·         Implement the MEAL plan framework for the programme and develop approaches and tools based on agreed results frame and theory of change.
·         Build capacity of programme staff in monitoring and evaluation, and specifically, how to demonstrate results.
·         Guides programme and the dioceses in their annual work planning and reporting.
·         Review monitoring reports to assess interim impacts and identify causes of potential and actual bottlenecks in implementation and success.
·         Coordinate compilation of information and reports prepared by the dioceses in accordance with approved reporting formats.

Qualifications, Skills and Experience: 
·         The ideal candidate for the Caritas Monitoring, Evaluation, Accountability and Learning (MEAL) Officer job must hold a Postgraduate Diploma or Masters in Monitoring and Evaluation,
·         Masters in Project Planning, Development Studies, Programme Management, Agronomy, Sociology, Statistics, Economics or related fields from a reputable Institutions of learning,
·         Five-year relevant experience in general programme/ project-related work, including experience in result-based monitoring and evaluation.
·         Post graduate Diploma in financial management for none financial officer is an added advantage.
·         Demonstrated experience and knowledge in agronomy, biodiversity conservation and monitoring and evaluation.
·         Experience in designing tools and strategies for data collection, analysis and production of reports.
·         Proven ICT skills, especially in the development of MIS software using database software.
·         Expertise in analyzing data using statistical software;
·         Strong training & facilitation skills.
·         Familiarity with M-E standards, principles and results based management concepts.
